Can anyone tell me what the going price is for replacing interior bulbs and exterior flood light bulbs

As Safeguard used to famously say, they paid the same rate for 1000 lbs of feathers as 1000 lbs of bricks
If you are working for a sub contractor, yes, it is likely for free as your bonus to the company for allowing you to work on the property.

If working for yourself, I'd expect at least 30% markup on the bulbs, plus a service call fee plus at least 30% markup over the labor you are paying your guy to drive there, be there and complete the job.
