How to tell who will be straight

We are a small regional "middleman" player. We're not looking to make a killing, just a living. We have several solid contractors who've worked with us for a few years. They like our prices, and like working with us. We like working with them. Our experiences lately, however, have been frustrating. We'll get work. We email, text, and talk with a prospective contractor and agree that we both want to do business. We send them the work orders for review and the price. They agree. We pay for them to be added to PPW and send them the work via PPW. Then they look at the work in PPW, but don't do the work. That's a problem, but the bigger problem is that they never respond to any our attempts to contact them.

Back when I had subs

a credit check was a reliable indicator.

I think your pricing may be the culprit here. Its not easy to get a person you have never met face to face to do 100% of the work for you for a fraction of the market rate price.

Ahh.... The many battles the order mill faces.

Why not just call one of the thousands of contractors available via google, or the phone book?

Is it because they want a fair price? They want money down? They have never heard of a charge back? They aren't photographers? They aren't uploaders they are simply contractors?
