A couple questions...

I didn't know how to lead up to this one without writing a 5 paragraph intro but I have come to a few questions that I cant seem to find the answer to...

How do these Nationals or "order mills" land such huge contracts? What I mean is do they bid on these contracts or are they just given a certain "allowable" amount to spend?
and do they have to produce proof of work force or network of subcontractors before bidding or acquiring contract? Do they need a certain amount of bankroll to support subcontractors during the initial work loads?

I'm sorry but I've searched for these answers and cant find very much. Maybe I'm looking in the wrong places but I'm very curious and thought someone here may have already done the research...
