Question General Liability Insurance ?

I'm having a hard time finding a company to provide GL insurance in Florida. I've worked in property preservation in the mortgage servicing industry. I have not worked for an actual p&p company. I am working on the NAMFS certifications now hoping this will help. I have done most of the functions involved in p&p: lock changes, lawn care, debris removal, cleaning, etc. but not for a company. I know all of the guidelines and allowables. I regularly order and review work completed by P&P vendors for mortgage servicing and also filing claims with the investors & insurers. I have management experience as well. Not having experience in the actual field seems to be causing an issue with me getting insurance. How can I start a business when I can't get insurance?! Any advice on where or how to get a $1 mil insurance policy? I have a quote on E&O coverage.
