There's more truth in that than you can imagine.

I lived in Illinois for 12 years, and wrote for a local newspaper for several years. In several places in Illinois, you could not BID on any work put out by the city unless you were UNION.

I never understood how such a thing could even be legal. And now - surprise surprise - Illinois is right behind California in terms of budget woes.
